Two Konoha ninjas that have caused several fatalities have resurfaced in Boruto, despite being close to Danzo, one of Naruto's greatest antagonists.
The Naruto series is full of evil individuals that have killed a lot of innocent people, but to make things worse, two of Konoha's most dangerous characters have made a comeback in Boruto: Two Blue Vortex.
Boruto: Two Blue Vortex takes place 18 years after the Fourth Shinobi War. Chapter #6 reveals that Konoha seniors Homura Mitokado and Koharu Utatane are alive and, shockingly, still hold high-ranking posts.
Shikamaru is still serving as Konoha's acting Hokage in the interim while Naruto is being taken hostage by Kawaki. Boruto confronts the Konoha Council members at the start of Boruto: TBV Chapter #6.
Before Naruto, Homura and Koharu were Hokage's councilors. What's most astonishing is that the 70+-year-old shinobi are still trusted in their roles despite their judgments directly causing so many Konoha deaths.
Despite claiming to care for Konoha, the two Elders often made rash decisions to imprison or kill their own inhabitants before fully understanding the facts.
